Every performance marketing agency in Dubai promises “results”. The trouble is that results mean different things. A Shopify brand wants ROAS. A Business Bay developer wants qualified buyers, not 400 cheap leads from people who will never visit the sales centre. A restaurant group wants app orders on a Thursday night. A hotel wants direct bookings that skip the online travel agencies.
So this guide does not rank agencies on a generic score. It starts with the number you will hold them to, then points you to the Dubai agency whose published work is strongest on that number. All five are headquartered in Dubai, and each was researched individually through its own site, case studies, platform partnerships and press coverage.

Start With the Number, Not the Agency
Table 1: Choose Your Primary KPI First
| Your Business | KPI That Matters | What to Ask an Agency For |
|---|---|---|
| E-commerce and D2C | ROAS, contribution margin, new-customer revenue | ROAS by channel, blended MER, results net of returns |
| Real estate and automotive | Cost per qualified lead, cost per site visit or test drive | CRM-verified lead quality, not just cost per lead |
| Clinics and services | Cost per booked appointment | Booking data tied back to campaigns, including WhatsApp and calls |
| Restaurants and apps | Cost per install, cost per first order | Mobile measurement partner data, cohort retention |
| Hotels and tourism | Direct bookings, cost per booking, revenue per visitor | Booking engine tracking and market-by-market results |
| B2B and SaaS | Cost per SQL, pipeline value, CAC | Leads matched to CRM stages and closed revenue |

What Makes Paid Media in Dubai Different
- Two languages, two audiences. Arabic and English ads need separate copy, not translation. An expat in Dubai Marina and an Emirati family in Al Barsha respond to different offers, and Saudi audiences expect Gulf Arabic rather than formal Arabic.
- Snapchat and TikTok punch above their weight. In the UAE and especially Saudi Arabia, Snapchat reaches audiences that Meta alone misses, so a GCC media plan without it often leaves cheap reach on the table.
- WhatsApp is the real conversion point. Many Dubai leads start a WhatsApp chat instead of filling in a form. If the agency cannot track that handoff, your cost per lead is a guess.
- Tracking has to survive privacy changes. With iOS restrictions and the UAE Personal Data Protection Law, browser pixels miss conversions. Server-side tagging, Meta Conversions API and offline conversion imports close the gap.
- Seasonality is sharp. Ramadan, Eid, the Dubai Shopping Festival and White Friday change CPMs and buyer behaviour within days.
- Some sectors are very expensive. Off-plan real estate, cosmetic clinics and legal services pay some of the highest CPCs in the region, so landing page conversion rate decides profitability.
Social platforms carry a growing share of that spend. Our roundup of social media marketing statistics shows how quickly paid social budgets are moving.

The Five Agencies and What Each Does Best
1. Home of Performance (HOP): When the Goal Is Revenue and App Installs
HOP is a Dubai-headquartered digital performance agency based in Code Business Tower in Al Barsha, founded and led by CEO John von Hofsten. It also runs an office in Riyadh and a delivery team in Colombo, which lets it staff large accounts without London-style rates.
Its strength is consumer brands that need sales, not just leads. For Papa Johns UAE’s “Win a Million” campaign it reported a 61% rise in app installs and a 29% lift in revenue, and Campaign Middle East reported its appointment to run Nando’s paid media. It is a media-agency partner of the mobile measurement platform Adjust, which matters if app attribution is part of your brief.
The channel mix is wide: Google Ads, Meta, TikTok, Snapchat, LinkedIn and Amazon Ads, plus Arabic SEO, CRO and marketing attribution. Its MENA Search Awards wins include Best Performance Campaign in 2023, and it picked up further MENA Search Awards in 2024 and 2025.

2. Big AL Consulting (Big ALC): When You Want Fixed Fees and Strict CPA Targets
Big ALC is the most transparent agency on this list about money. It is licensed by Dubai’s Department of Economy and Tourism as Ahmad Al Shareefi Marketing Co. L.L.C, works from Al Garhoud, and is led by founder Ahmad Alshareefi. It has held Google Partner status since 2021.
Management fees start at AED 7,000 a month for a focused account, with smaller single-channel packages from about AED 2,500, and it suggests at least AED 10,000 to 15,000 a month in ad spend. Ad budgets are paid straight to Google, Meta, TikTok and Snapchat from client-owned accounts. After the first 90 days, contracts run month to month, and where scope allows it offers a KPI agreement: miss the target and it keeps working without a management fee.
The technical side is unusually strong for a small team: GA4, server-side tracking, Meta Conversions API, TikTok and Snapchat event APIs, offline conversion imports, call tracking and WhatsApp handoff tracking, reported in AED against leads, CPA and ROAS. Its Arabic ad copy and landing pages are written by native speakers, and it builds Arabic-first stores on Salla and Zid for Saudi brands. Published results include 220% more booked appointments at 40% lower CPA for Levels Clinic in Kuwait and 4.5x ROAS for Saudi retailer Sokkat Alteeb.

3. NEXA: When Success Means Qualified Leads in Your CRM
NEXA was founded in Dubai in 2005 and still runs its head office from Union Business Park in Dubai Investment Park, with further offices in Riyadh, the UK, the US and Australia. It is led by CEO Amit Vyas and Managing Director Andrew Thomas, and it is a HubSpot Elite Solutions Partner, which shapes how it thinks about performance.
Where many agencies stop at cost per lead, NEXA reports on sales-qualified leads that land in the client’s CRM. For Audi UAE it generated 254 SQLs over two months across Facebook, Instagram, YouTube, Snapchat and Google Search at $42 per qualified lead. For Skoda UAE it delivered 153 SQLs at $34 each. For Savills it combined Google Ads with HubSpot email nurturing to support £1.8 million in property sales.
That makes it a strong fit for automotive dealers, real estate developers, B2B technology firms and education providers, where a lead only matters if sales can close it.

4. CROWD: When Bookings and Destination Demand Are the Target
CROWD is a global creative and digital agency founded in 2012 that presents Dubai as its headquarters, with its UAE team in Empire Heights, Business Bay, led by Managing Director Tom Berne. Its other offices span Amsterdam, London, Berlin, San Francisco and China, which is why tourism boards and airlines use it to reach visitors from many markets.
In March 2025 it won Premier Inn Middle East’s paid media pitch, taking on performance, programmatic and social media across the UAE and Qatar. Its regional client list leans toward travel, hospitality and real estate: Ras Al Khaimah Tourism Development Authority, Dubai Airports, Meraas, Eagle Hills, DMCC and Domino’s across the UAE, Bahrain and Qatar.
CROWD suits brands where performance and brand storytelling have to work together, such as hotel bookings, destination campaigns and off-plan property launches aimed at buyers abroad. It handles bilingual English and Arabic work and multilingual SEO.

5. Prism Digital: When You Need Leads Across Many Channels at Once
Prism Digital has worked from Dubai since 2006 and is based in Latifa Tower near the World Trade Centre on Sheikh Zayed Road. It was founded by managing director Lovetto Nazareth, one of the longer-standing names in UAE digital marketing, and it also has a team in Mumbai.
It runs the widest paid channel list on this page: Google Search, Display and YouTube, Meta, TikTok, Snapchat, X, LinkedIn, Reddit and Pinterest, plus programmatic, SMS and email. It is a Meta Business Partner and a Zoho partner, so leads can flow straight into Zoho CRM, and it offers new clients a $500 advertising credit on its lead generation programme.
Its client base is heavy in hospitality and healthcare, including DoubleTree by Hilton Resort and Spa Marjan Island, Jumeirah and Address Hotels, Vitane Pharma for regional product launches, and specialist clinics. It also offers bilingual Arabic and English campaigns, which suits UAE brands that need both audiences from one team.

How Dubai Agencies Charge for Performance Marketing
Table 8: Common Fee Models in Dubai
| Model | How It Works | Works Best When | Watch For |
|---|---|---|---|
| Flat monthly retainer | Fixed management fee, ad spend paid separately to platforms | Spend is steady and you want predictable costs | Scope creep beyond agreed channels |
| Percentage of ad spend | Usually 10% to 20% of monthly media | Budgets scale up and down often | Incentive to raise spend rather than efficiency |
| Hybrid or KPI-linked | Base fee plus a bonus or fee waiver tied to CPA or ROAS | Tracking is reliable and targets are realistic | Disputes over attribution and what counts |
| Project fee | One-off audit, tracking setup or launch campaign | You need tracking fixed before scaling | Handover quality and documentation |
Whatever the model, insist that ad accounts, pixels and analytics properties are created in your name. If you part ways, your data and audience lists stay with you.
Questions to Ask in the First Pitch Meeting
- Which KPI will you report on every week, and where does that number come from: the ad platform, GA4 or our CRM?
- How do you track WhatsApp chats, phone calls and walk-in visits back to campaigns?
- Do you set up server-side tracking and Conversions API, and is it included or extra?
- Who writes our Arabic copy, and is it Gulf dialect or formal Arabic?
- What will you change in our account during Ramadan, and when do you start planning it?
- How do you separate new customers from returning ones in ROAS reporting?
- Can you show a case study from our sector with the budget, timeframe and baseline?
- What happens to our ad accounts and creative if we stop working together?
Warning Signs in Dubai Performance Proposals
- Guaranteed ROAS before seeing your margins. A 5x ROAS means little if your product margin is 15% and returns are high.
- Ad accounts owned by the agency. You lose history, audiences and learning when you leave.
- Leads counted without quality checks. Cheap real estate leads with fake numbers inflate results.
- No plan for invalid clicks. Bots and click farms hit high-CPC sectors hard. Our bot traffic statistics show how much paid traffic can be non-human.
- One creative set for every market. UAE and Saudi audiences rarely respond to the same ad.
- Reports full of impressions and clicks. If the dashboard does not show your KPI in AED, ask why.
FAQs
What Does a Performance Marketing Agency in Dubai Cost?
Management fees usually start around AED 2,500 to 7,000 a month for a small account, with ad spend paid separately. Big ALC publishes fees from AED 7,000 a month and suggests at least AED 10,000 to 15,000 in monthly ad spend. Larger agencies such as NEXA and CROWD quote by scope.
Which Dubai Agency Is Best for E-Commerce ROAS?
Big ALC publishes e-commerce ROAS results, including 4.5x for Sokkat Alteeb, and builds Arabic-first stores on Salla and Zid. HOP suits larger retail and QSR brands, especially where app sales matter.
Which Agency Is Best for Real Estate and Automotive Leads?
NEXA, because it reports sales-qualified leads in the CRM rather than raw form fills, as shown by its Audi and Skoda UAE campaigns and its Savills property work.
Do Dubai Agencies Run Campaigns in Saudi Arabia Too?
Yes. HOP has a Riyadh office, NEXA operates MAZNEXA in KSA, and Big ALC runs campaigns for Saudi brands with Arabic-first creative.
How Long Before Paid Media Shows Results?
Search campaigns can generate leads within days, but most accounts need four to eight weeks of testing before CPA and ROAS settle. Plan around seasonal peaks such as Ramadan rather than launching in the middle of one.
