Anchor text has had a strange journey in SEO.
For years, SEOs treated it almost like a control panel. If you wanted a page to rank for “buy gifts online,” you tried to get links that said buy gifts online. The more exact-match anchors you could collect, the better.
Then Google Penguin changed the game.

Anchor Text Was Important Long Before Penguin
Before Penguin arrived in 2012, Google already used anchor text to understand pages.
In 2008, Google published guidance explaining that descriptive anchor text could help users and search engines understand linked content. Google said the information it could gather from a site’s content, page titles and anchor text helped it determine relevance. Here is the link:

The patent describes building an “anchor document” for a destination page. The system could collect anchor text from incoming links and treat those phrases as information about the destination page. The patent also discusses weighting anchor phrases based on their frequency and relationship to the destination.

That does not mean the patent describes Google’s current production ranking system. A patent shows a possible technology or method, not proof that Google uses every claim in live Search.
Still, it gives us useful historical context.
Google was thinking about anchor text as a source of information about a destination page long before the SEO industry started talking about Penguin.
The Pre-Penguin Era: Exact-Match Anchor Text Became an SEO Weapon
The problem came from how SEOs used that signal.
Suppose a company wanted to rank a page for:
cheap car insurance
A natural link might say:
Compare cheap car insurance options
Another site might simply link with:
cheap car insurance
Neither example looks strange by itself.
The problem starts when hundreds of unrelated websites use almost the same commercial phrase because someone deliberately built those links.
At that point, the anchor text stops looking like a natural description and starts looking like a ranking tactic.
That distinction became central to Google’s webspam fight.
April 2012: Penguin Changes the Link-Building Game
On April 24, 2012, Google announced an algorithm change aimed at webspam. I remember I was working in a SEO agency as an SEO executive when this update caused panic among the search professionals.
Google did not initially call it Penguin. The company described it as a change designed to reduce rankings for sites that violated its quality guidelines through aggressive webspam tactics. Google specifically discussed keyword stuffing and unusual linking patterns.
Google said the change would affect about 3.1% of English queries to a degree that users could notice. It also said the change would affect other languages, with the impact varying by market.
What Penguin changed about anchor text
Penguin did not simply create a rule that said:
“Exact-match anchor text is bad.”
That would be far too simplistic.
Instead, Penguin made unnatural link patterns much more dangerous.
A website could have exact-match anchors and still have a perfectly legitimate link profile. For example, if a page genuinely covers “blue hiking boots,” some websites may naturally link to it with that phrase.
The problem arises when the backlink profile contains a large volume of commercially focused, repetitive or clearly manipulated anchors.

Google was not treating anchor text as a fixed signal. It was actively refining how it interpreted it.
Penguin arrived only weeks later.

2013–2016: Penguin Becomes More Mature
Google continued to refine Penguin after its 2012 launch.
The major milestone came in September 2016.
On September 23, 2016, Google announced that Penguin 4.0 had become part of its core algorithm. Google made two changes important for link analysis.
First, Penguin became real-time.
Second, Penguin became more granular.
Google explained that Penguin could now adjust rankings based on spam signals rather than affecting an entire site in the old sitewide manner.

September 10, 2019 brought another major change to Google’s link system.

Google’s message was clear: earning links naturally remained fine, but deliberately acquiring links to manipulate rankings remained a problem.
This shifted the SEO conversation further away from individual anchor phrases.
Instead, SEOs needed to think about the whole link relationship.
2022: SpamBrain Takes Link Analysis Further
December 2022 brought one of the most important post-Penguin developments.
Google launched the December 2022 link spam update and said it was using SpamBrain, its AI-based spam-prevention system, to neutralize unnatural links.

That tells us something important.
Anchor text has not disappeared.

This matters because search engines do not have to treat a phrase as an isolated keyword.
They can connect phrases with related concepts and documents.
That idea fits the broader evolution of Search from literal keyword matching toward semantic understanding.
Anchor documents
The earlier US8380722B2 patent takes the idea directly into anchor text.
It describes collecting incoming anchor phrases into an “anchor document” associated with a destination page and using those phrases as information about that destination.

Again, don’t read this as “Google definitely uses this exact system today.”
Instead, it shows that Google’s research has long treated links as textual evidence about other documents.
That idea remains relevant in today’s search systems.
The Move From Anchor Text to Link Context
This is probably the biggest conceptual change in the entire story.
Old-school SEO often focused on the clickable words alone.
Modern search can look at the whole environment around the link.

Once again, this is patent evidence, not a statement that Google currently uses every described mechanism.
Still, it supports a broader point: the context surrounding a link can provide useful information beyond the anchor phrase itself.
What AI Search Changes
Now we reach the interesting part. AI search does not eliminate links. It changes the job links perform.
AI Mode and AI Overviews can use a technique called query fan-out, where the system issues multiple related searches across different subtopics and data sources.
That means a modern search system can do something like this:
User asks:
What is the best carpet cleaner for pet urine in a commercial hotel?
The system may need information about:
- Carpet cleaning
- Pet urine
- Commercial carpets
- Hotel cleaning
- Product performance
- Odor removal

- Safety

That is very different from the old model of matching one query to one page.
Anchor Text in AI Overviews and AI Mode
There are no additional technical requirements or special optimizations required for inclusion in AI Overviews or AI Mode. You should continue following the SEO fundamentals.
AI features need pages that can be crawled, indexed and shown in normal Search. It also recommends making important content available in text and making pages easy to discover through internal links.
So internal linking is still useful.
And anchor text still helps describe those links.

Google gets a broader set of textual descriptions.
That does not mean you should deliberately create a “natural anchor-text ratio.”

Branded Anchors Became More Useful After Penguin
Branded anchors often make sense because real people naturally link to companies and websites by name.
Examples are:

- HubSpot

They tell users who or what they are about to visit.
However, branded anchors do not magically make a link safe.
A paid link from a low-quality site can still violate Google’s policies even if the anchor says only the brand name.

Generic Anchors Are Not Automatically Bad

“Never use generic anchors like click here.”
That advice is too absolute.
